FASS: Notice of Public Comment Period for Review of Revised Guide for the Care and Use of Agricultural Animals in Teaching and Research

The Federation of Animal Science Societies (FASS) announces the opening of a period of public comment (July 1 to August 31, 2009) for review of the revised Guide for the Care and Use of Agricultural Animals in Teaching and Research (the Ag Guide). The Ag Guide has been revised by a committee of 62 animal scientists, veterinarians, and engineers over the past year. The revision has been through a process of peer review by three fully constituted Institutional Animal Care and Use Committees at major institutions. FASS requests comments to improve the document’s clarity and consistency with the current scientific literature. Please e-mail comments to agguide@assochq.org through August 31, 2009. A final version of the Ag Guide will be published shortly after public comments are considered.

NIH: Notice of Proposed Rulemaking re Conflicts of Interest
On May 8, 2009, NIH published a Notice in the federal register seeking comments on whether NIH should amend its current regulations addressing conflicts of interest in research funded by the Public Health Service (PHS). Specifically, NIH is seeking comments on proposals to expand the scope and regulation of the disclosure of interests held by Investigators; to revise the definition of "significant financial interest"; to more closely regulate the identification and management of conflicts of interest by institutions; to expand enforcement options regarding non-compliance with conflict of interest requirements, require independent confirmation of institutional compliance and/or require training of Investigators on conflicts of interest; to expand institutional reporting requirements concerning conflicts of interest; and to expand the existing regulations to encompass institutional as well as individual conflicts of interest. Comments are due by July 7.
